There are a number of tools. Many are free and some you have to pay for. Here are the tools that I recommend.

Google Keyword Suggestion Tool

This useful tool is a must for SEO and Pay per Click users. There is nothing like getting keyword information straight from Google themselves. Google Keyword Tool

Yahoo Keyword Suggestion Tool

Yahoo used to have keyword suggestion tool that supported it's Overture service. However these days it appears to be down more than it is up so I'm not linking to it until they sort it out properly

Wordtracker

Wordtracker is a paid subscription service for finding keywords. It's the only paid for keyword tool that I currently recommend.
